Release of 'repentant' Boko Haram members - is it safe and right?

Just early this year, the Nigerian government released about 244 'repentant'Boko Haram members to Borno government for re-integration.

I quote:
“The Chief of Army Staff, Lt.-Gen. Tukur Buratai, ordered the release of the repentant Boko Haram detainees and their family members.

“The detainees have been de-radicalised for reintegration into the society. We are handing over the detainees to Borno Government for administration ,”
But Alas, the international community have designated Boko Haram as terrorist organisation.

Can terrorists repent? Is it safe for the economy?

Not too safe but they can undergo an unknown supervision before fully releasing them
